Torii Hunter could be suspended for three years

By making good on his promise to buy champagne for the Royals after their season ending sweep of the Tigers, Torii Hunter has broken little known MLB rule 21-b, "Any player or person connected with a Club who shall offer or give any gift or reward to a player or person connected with another Club for services rendered ... in defeating or attempting to defeat a competing Club ... shall be declared ineligible for not less than three years."

Obviously this won't happen, but does it seem odd to anyone else that this type of violation has a three year suspension as punishment, yet violating the substance abuse policy or breaking the actual laws of the land is a much might punishment?
