Matt Capps will not return!
He’s worth a TON more to the team elsewhere now that they get a sandwich pick for him and don’t have to offer arbitration!

As Joe C said, they would not have offered arbitration in any event. But now they get compensated anyway. Woohoo!

This makes it much more likely Twins will lose players to FA. The Type A Free Agent mwas the only barrier to keep players like Cuddy with the team.
I highly suspect he is gone now and my hope of him returning is now even more diminished. I am pleased the Twins will get several high picks, however the last time the twins had 4 #1 picks was 2004. They netted:
Plouffe
Perkins
Waldrop
Matt Fox
Rainville
Not good
Don't forget the greats!

A supplemental pick for Capps?
Sweet. So it looks like we’ll get #2, a first for Cuddy (let’s hope the Rockies sign him), three supp picks and then #2 in the 2nd rd. Not bad.
Maybe payroll is low because of big signing boni the team is projecting?

I read that a part of the CBA is teams who go over slot now have to pay a tax
So I would expect them to go overslot only on rare occasions. Ryan has never been one for paying big bonuses so it could be they draft a lot of college seniors this year.

In itself, the rule should give teams and players more certainty as far as signing bonuses go and lead to quicker negotiations, but also make it harder to sign highschool prospects that have college scholarships.
There is a whole argument attached to it, but given the high amount of prospects that don’t make it to the big leagues, a college education is very important as insurance!

On the plus side
Normally, the #2 overall pick might be too much for the Twins and we’d let someone slide past based on salary issues. Now we might not.
We haven't had a high pick for a long time
The economics of this team have changed. We’ve gone over slot in two out of the last three drafts. I think we’ll take the best player available and pay slot for him.

Yeah
The last time they drafted a Borat client in the first round, he found a loophole in the CBA that allowed his client to become a free agent. That was Bill Smith’s first big mistake, when he was assistant GM—not offering Travis Lee a formal contract within 30 days of the draft. Even though Smith had discussed numbers with Boras, nothing formal had been offered. They’ve since closed that loophole.

They also had the 2nd overall pick that year too. … we haven’t had too much luck with the 2nd overall pick in the past.

Wow we luck out with next years draft.
We were never going to offer Capps arbitration, Kubs keeps his B status for one more year, and if the Phillies sign Cuddy we don’t get their 2nd round pick (Paps was ranked higher), we get a a 1st and a supplemental!
Down side, we won’t sign any Free Agents that would drop our #2 draft order, and the draft spending cap means, we won’t be able to sign a lot of mid range picks later. Hope they sign more in the International market to make up for it!

Yep
But the Twins were rarely one of the biggest spenders. This hurts Texas, Toronto, and Pittsburgh more. We like low cost Aussies and Europeans generally.

we've been decent spenders lately in the international market...

Personally I think it’s really dumb to regulate both the draft and international spending. All that’s going to do is depress good scouting, and also depress even more talented, athletic kids from going into baseball vs. basketball/football. Hate it.

One area the Twins have striven to be better than others – scouting – is being lessened by MLB. That blows. And, as you say, it’ll drive young kids toward other sports.
There will be fewer signings from Europe, etc
The Dominican kids are mostly “baseball or bust”.
The idea of a cap is not terrible. The actual cap that was implemented is about half as large as it should be.
Ramon Hernandez no longer costs a draft pick to sign
He had been discussed as the perfect fit for the Twins except he would cost a high draft pick. Now they’ve signed Doumit but I wouldn’t be opposed to the Twins going after Ramon Hernandez and moving Doumit from backup C to emergency C.
I'm pretty sure Joe C is wrong about the Matt Capps compensation.
I read the MLB.com and MLBtraderumors summaries of the CBA, and neither of them say you don’t have to offer arb to relief pitchers. For a team to be compensated they “must offer the free agent a 1 year contract of equal or greater value than the average of the highest 125 paid players in the MLB.” No mention of relief pitchers anywhere.

This year only....
The rule your quoting is for all future years. This year they created a sorta compromise between the old system and the new system. Capps is on a short list of players that get this rule, this year only.

not really, for me...
the likelihood of that supplemental pick having a career as good as Ramos is likely to have is not very good.
Plus, Ramos would have been the PERFECT fit for this team; young, cost controlled, RH power catcher who’s also good defensively, to complement Mauer. Uggh.

Yeah. It wasn't in the summary.
But there was an article with the current year compromises on the MLB website. Why wasn’t that written in the agreement summaries I read, I don’t know.
